Alexander Hughes 14bd6a7911 Init repo for 2020 WC Election 
This change:
- Adds dates of upcoming WC election as agreed upon during TC meeting
  on 09-July-2020, agenda in [0]
- Initializes candidates/2020/WC folder where nominations will be
  submitted. Initialization includes tips and hints for drafting a
  nomination.
- Adds .gitignore file, excluding the .idea/ directory created by
  JetBrains IDEs

2020 Working Committee Election

The 2020 Working Committee election, organized by the 2020 Technical Committee, determines the members of the Airship Technical Committee for the August 2020 -July 2021 term. Airship Governance dictates that five members will be elected for the upcoming term, and that each company may not be represented by more than two individuals for the 2020 Working Committee term.
