This change:
- Adds dates of upcoming WC election as agreed upon during TC meeting
on 09-July-2020, agenda in [0]
- Initializes candidates/2020/WC folder where nominations will be
submitted. Initialization includes tips and hints for drafting a
nomination.
- Adds .gitignore file, excluding the .idea/ directory created by
JetBrains IDEs

The nomination period for the 2020 TC election has ended. Since only
five candidates nominated and all candidates meet the requirements, no
formal vote is required. This change updates the official election
results and adds the new Technical Committee members as election
officials for the upcoming Working Committee election.

The election procedures are in the README, which causes some of them to
get lost during the election period. This change moves the procedures to
the same place as the rest of the documentation. While some wording was
corrected, the rules are the same.

This change removes the WC special election dates since a formal vote is
not required. It also updates the TC election dates, allowing for a full
week of voting; the poll was released two days behind the
originally-planned date.

Each Airship committee, both the technical and the working, currently
have a vacant seat. This change adds the details for the January 2020
special election.

The working committee will be holding a special election for its
open fifth seat. This election will have a nine-month term
(to synchronize re-election with the rest of the WC). This change
adds the election schedule in preparation for the election.

Add an alphabetical listing of the nominees for the 2019
Airship Technical Committee election, with links to their

This updates the overly-ambitious TC election dates to "later today",
now that we're set up to begin our first Airship election.
Also, fixes .gitreview to point to this new project, tweaks the
candidate submission process to match our directory structure,
and adds a noop zuul config.

As the resolution is merged to define the role and responsibilities
of the election officials this patch adds the right link to the
index.rst file.

Adjust the election dates to have the periods start mostly on Mondays.
The patch also pushes out the confirmation of the email addresses to
give people enough time to do it.

Add a folder for documentation on election processes and tools. The
index.rst file contains the description for the StarlingX TSC
election for now and will be amended later with further details on
electing other leadership role seats.
Adding docs build job as well to test.
