Ahmad Mahmoudi e203c15e94 Add support for Ubuntu bionic base image ...

- Added ability to build deckhand docker image, using either the
  Ubuntu xenial or the Ubuntu bionic base image.
- Made the bionic base image the default base image for deckhand
  docker image build.
