DECKHAND-87: Deckhand API client library
This PS implements the Deckhand API client library which is based off the python-novaclient code base. The client library includes managers for all the Deckhand APIs. The following features have been implemented: * Framework for API client library * Manager for each Deckhand API (buckets, revisions, etc.) * API client library documentation Tests will be added in a follow-up (once Deckhand functional tests use Keystone).
